IMHO,
Before the blower is best.
If you wanna run it after the blower, run a micro switch to trigger the charger once the throttle reaches the off idle position. Otheriwse you close your TB, and the pump will blow your intercooler piping off.
Throttle body is after the blower. Mayturn out to be the wrong to have done it (I'm sure I've got lots wrong) but I'm running two blow off valves to make sure it doesn't blow off the intercooler piping (hopefully). May have got it wrong but that's how it's setup

you'll find that the blow off valves will make a horendus noise.
And with no restriction on the inlet, you're going to be seeing full boost pretty much all the time.
Even if you fit a WOT switch, you'll find in your tuning you'll maps will jump all the way to the maximum end of the load table.
They don't call me the man with the rubber arm for nothing you know.............
